Teen Parents Ruckus At Mall Food Court

A 17 year old Grant Parish male is arrested in a dispute involving his 6 week old son and the 18 year old mother of the infant. It began in the entrance of the Alexandria Mall Food Court and ended on North Mall Drive with the arrest of Derek Cain. The APD report details the confrontation between the teen parents which escalated to Cain grabbing the baby, diaper bag and car seat, putting them in his truck. An APD police unit finally stopped Cain in the Subway Parking lot on North Mall Drive. The suspect refused 3 commands to exit his truck but finally relented, was handcuffed and put in the police car. As the infant's mother arrived on the scene the suspect started yelling, kicking the car door and banging his head on the metal cage, managing to free one hand from the cuffs. The suspect resisted violently until the policeman "Pulled his department issued Freeze Plus P and gave a short burst to his forehead". After being re-cuffed the suspect continued to curse and beat his head against the cage, kicking the doors. Cain's charges include resisting an officer, unauthorized use of a vehicle, interfering with child custody and drug paraphernalia.

Why is this not carnal knowledge of a juvenile? He is 17 and she is 18.
